20250827430The Royal Commission for Riyadh City (RCRC) oversees the Riyadh Urban Observatory (RUO), an institutional body dedicated to monitoring the city’s urban growth and development trends. Serving as a comprehensive analytical platform, RUO delivers integrated data and urban indicators that support decision-making, assess the outcomes and impact of Riyadh’s policies and development projects, and help guide the city’s sustainable urban development. Its work is aligned with the Riyadh Strategy, Saudi Vision 2030, and the United Nations Sustainable Development Goals (SDGs).
As part of its key role in shaping the capital’s urban development and future growth, RCRC established the Riyadh Urban Observatory (RUO) in 1433 AH to collect, manage, and analyze urban data through an integrated institutional framework. The RUO’s governance structure was subsequently updated to reflect RCRC’s evolving mandate and responsibilities, while ensuring compliance with the Urban Observatories Regulatory Framework issued under Ministerial Resolution No. 4200346992 of 1442 AH, pursuant to Royal Order No. 28725 of 1437 AH.
The RUO’s current governance structure enables effective multi-level coordination and comprises three principal components:
Chaired by the RCRC CEO, the Council brings together deputy ministers and senior representatives from key national ministries and entities. It is responsible for approving policies, endorsing the RUO’s findings, and providing its strategic direction.
The executive arm of the RUO within RCRC, responsible for managing operations, developing strategic and operational plans, and overseeing partnerships and stakeholder engagement.
A network of liaison officers representing more than 60 public and private sector partner organizations, responsible for ensuring seamless data exchange, standardizing methodologies and definitions, and facilitating field coordination and implementation.
RUO carries out a range of core functions that enhance urban governance and support effective urban and institutional planning, including:
Developing urban indicators to monitor performance, anticipate development trends, identify priority issues, and provide timely insights that support informed decision-making.
Harnessing advanced analytics and predictive modelling to generate actionable insights, inform strategic planning, and support the achievement of the city’s long-term development objectives.
Developing advanced analytical tools and operational models that support data analysis and enable the publication of results across RCRC’s digital platforms, enhancing transparency and stakeholder engagement.
Strengthening national capabilities in data quality management and the standardization of urban concepts to enable agile adaptation to evolving institutional and structural changes.
Establishing and managing a broad network of local and international partnerships to promote knowledge exchange, harmonize measurement standards, and enhance Riyadh’s international standing in the field of urban observatories and urban data.
The RUO’s Urban Indicators Framework has been developed in accordance with internationally recognized reference frameworks and is regularly updated to reflect the latest developments and best practices. It measures the city’s performance through more than 400 primary and supporting indicators organized under four strategic pillars:

Monitoring key social indicators, including divorce rates, delayed marriage, and female-headed households across the city.
Assessing the efficiency and safety of urban mobility through indicators covering travel patterns, transport modes, traffic movement, and road traffic accidents.
Evaluating electricity, water, wastewater, and telecommunications services, with indicators measuring improvements in infrastructure coverage and network performance.
Measuring housing availability, adequacy, and affordability.
Monitoring pollution levels, resource-use efficiency, and progress towards environmental sustainability.
Assessing the effectiveness of local governance, the participation of civil society organizations, and residents’ satisfaction with quality of life across the city.
Evaluating the availability, distribution, and accessibility of recreational facilities and public spaces to ensure equitable access for all segments of society.
Assessing urban performance across four key dimensions – economy, environment, society, and culture – to evaluate progress and contributions towards smart and sustainable urban development.
To ensure the highest standards of accuracy and reliability, the RUO relies on an integrated, multi-source data ecosystem that undergoes calibration and statistical validation processes:

Compiled in collaboration with more than 60 public and private sector partner entities participating in the Urban Observatory network.
Generated through monitoring systems, including air quality monitoring stations and traffic management systems, as well as specialized research.
Leveraging cloud-based data and global digital platforms to support advanced analytics and predictive modelling.
Leveraging trusted datasets and indicators from leading cities worldwide to enable accurate and up-to-date benchmarking.
Under the leadership of the Royal Commission for Riyadh City (RCRC), the Riyadh Urban Observatory (RUO) has achieved distinguished international recognitions and accreditations while establishing an extensive network of strategic global partnerships, including:
Riyadh joined the World Council on City Data (WCCD), with the RUO implementing the international standard for city performance indicators (ISO 37120). This achievement earned the city both Gold and Platinum WCCD certification.
The Council of Ministers approved the partnership agreement with the World Council on City Data (WCCD) to establish and operate the Riyadh Data Hub (WCCD Data Hub). Riyadh was also selected as one of only seven cities worldwide to serve as a Local Data Hub for the 2030 Sustainable Development Goals (SDGs) under an initiative of the Executive Office of the United Nations Secretary-General, positioning the city as a global benchmark for monitoring progress towards the SDGs.
In February 2022, Riyadh received international certification from the International Telecommunication Union (ITU) under the United for Smart Sustainable Cities (U4SSC) initiative, recognizing the city’s successful implementation of the U4SSC Key Performance Indicators (KPIs) in accordance with ITU-T Recommendation Y.4903. The certification reflects Riyadh’s commitment to international best practices in sustainability and digital transformation.
The RUO was accredited by the United Nations Human Settlements Programme (UN-Habitat) as an Urban Knowledge Hub. Building on this achievement, the Riyadh Voluntary Local Review (VLR) 2024 was prepared and officially published on the United Nations website.
The Riyadh Urban Observatory was nominated to serve on the Steering Committee of the Global Urban Observatory Network (GUO-NET) for the 2025–2026 term.
The RUO has strengthened strategic partnerships with the United Nations and other international organizations, establishing a global collaboration and coordination network that connects more than 300 cities worldwide.
Since 2022, the RUO has provided data, analytical support, and information services to more than 125 beneficiary organizations. It has also delivered specialized capacity-building programs, including six workshops that trained 120 representatives from 60 participating national entities.
