Real Estate Balance Program (Tawazoun) Wins Infrastructure & Building Award at Smart City Expo 2026
The Real Estate Balance Program (Tawazoun), overseen by the Royal Commission for Riyadh City (RCRC), has won the Infrastructure & Building Award at the 2026 World Smart City Awards in Barcelona, Spain. Presented during Smart City Expo World Congress, held from November 3 to 5, the awards attracted 533 entries from 68 countries.
The win comes as RCRC takes part in the congress to present Riyadh’s achievements in urban development and digital transformation, including major projects and initiatives designed to improve quality of life in the capital. The event also provides a platform for RCRC to share expertise with international specialists, representatives of other cities, and specialized organizations, while exploring opportunities for future cooperation.
Tawazoun was recognized for its approach to addressing imbalances in Riyadh’s real estate market by increasing the supply of residential land and making homeownership more accessible to Saudi citizens. The program aims to provide between 10,000 and 40,000 residential plots annually, helping meet growing demand for housing as the capital continues to expand.

RCRC is also presenting its work on data-driven urban planning and city management, including the RCRC Open Data Portal, digital twin applications, and artificial intelligence. Other areas covered include Riyadh’s public transport network, traffic management systems, the Green Riyadh Program, and major development projects across the city.
Held under the theme “Urban Solutions, Real Impact,” Smart City Expo World Congress is a major international gathering focused on the challenges facing cities and the solutions being developed to address them. This year’s event features more than 600 speakers, with discussions spanning digital transformation, mobility, energy, the environment, housing, and infrastructure, as well as opportunities for international cooperation on more efficient and sustainable urban development.
