RCRC Opens Applications for 2nd Year of Real Estate Balance Program
The Royal Commission for Riyadh City (RCRC) will begin accepting applications for the second year of the Real Estate Balance Program (Tawazoun) tomorrow, Sunday, August 16, 2026, at 3:00 PM via the program’s e-platform (https://tawazoun.rcrc.gov.sa). Applications will remain open until Tuesday, September 15, 2026. The RCRC emphasized that the order in which applications are submitted will not affect eligibility or priority, and that all applicants will have an equal opportunity throughout the application period.
For the second year of the program, applications are open to Saudi citizens who are married or aged 25 and above, provided they meet the eligibility requirements. Key requirements include having no previous real estate ownership and having resided in Riyadh for at least three years.
Citizens who applied during the first year, were found eligible, but were not selected in the electronic draw do not need to submit a new application, as their information is already registered on the platform. Applicants who were found ineligible last year, however, will need to reapply once they meet the required conditions.
RCRC also stressed that submitting an application does not constitute final acceptance. All applications will be subject to electronic verification against the approved eligibility criteria and requirements. Following the close of the application period, the program will proceed through several stages, including eligibility verification, announcement of eligibility results, a period for submitting objections, the electronic draw among eligible applicants, and completion of the approved off-plan sale procedures.
The RCRC urged prospective applicants to rely exclusively on the program’s official e-platform and communication channels and to avoid engaging with unverified links or accounts. The call center and support channels are also fully prepared to assist applicants and answer inquiries regarding application procedures and the various stages of the program.
