RCRC Announces Application Period for Real Estate Balance Program Second Year

In line with the directives of HRH Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince, Prime Minister and Chairman of the Board of Directors of the Royal Commission for Riyadh City (RCRC), to take the necessary measures to achieve greater balance in Riyadh’s real estate sector, the RCRC has announced the opening of applications for the second year of the Real Estate Balance Program (Tawazoun). Applications will open at 3:00 PM on Sunday, August 16, 2026, and remain open until the end of Tuesday, September 15, 2026, through the Real Estate Balance Platform (Tawazoun): tawazoun.rcrc.gov.sa.

The launch of the program’s second year marks the continuation of its annual cycle, which aims to increase the supply of serviced and planned residential land. Under the program, the RCRC makes between 10,000 and 40,000 residential plots available each year at prices not exceeding SAR 1,500 per square meter. This contributes to narrowing the gap between supply and demand and supporting the stability of Riyadh’s real estate market.

Applications are open to Saudi citizens who are married or aged 25 and above, provided they have not previously owned real estate and have resided in Riyadh for at least three years, in addition to meeting all other approved eligibility requirements and conditions.

RCRC emphasized that eligibility priority is not determined by the order in which applications are submitted, and that registering on the platform does not constitute final acceptance or allocation. Citizens who applied during the first year, were confirmed as eligible, and entered the electronic draw will automatically be included in the approved process for the second year.

All applications will undergo electronic verification against the approved eligibility requirements and conditions. Once the application period closes, the program will proceed through a series of stages, including eligibility verification, announcement of results, acceptance of objections, the electronic draw for eligible applicants, and completion of the approved off-plan sale procedures. RCRC also urged prospective applicants to use only the official e-platform and the RCRC’s official channels, and to avoid engaging with unverified links or accounts. The RCRC also confirmed that its call center (19998), beneficiary care channels, and Beneficiary Center are ready to respond to inquiries regarding application procedures and the various stages of the program.
