RCRC Announces Regulatory Requirements to Control Fugitive Dust Emissions from Construction Activities in Riyadh

The Royal Commission for Riyadh City (RCRC), in collaboration with the National Center for Environmental Compliance and Riyadh Municipality, has announced 11 regulatory requirements to control and mitigate fugitive dust emissions generated by construction activities across the capital.

The requirements were issued under the guideline titled “Mitigating Fugitive Dust Emissions from Construction Activities in Riyadh”, with the objective of strengthening project compliance with environmental standards, improving air quality, and reducing the environmental and public health impacts associated with dust emissions.

The measures apply to construction projects in Riyadh with a total area of 2,000 square meters or more. Projects are required to implement approved dust control and mitigation procedures, with non-compliance subject to penalties of up to SAR 50,000 per violation.

Key requirements include the use of approved dust suppressants and daily site spraying, strict adherence to transport regulations — including proper covering of truck loads — and the installation of on-site air quality monitoring devices. These devices must be connected to Riyadh’s unified construction dust monitoring platform. In addition, developers are required to submit periodic environmental performance reports.

Through these measures, RCRC seeks to standardize dust management practices across the city, minimize environmental impacts, safeguard public health, and ensure responsible water use.
