RCRC Launches the Real Estate Balance Platform (Tawazoun) to Receive Citizen Applications for Residential Land Purchases

Acting on the directives of HRH Prince Mohammed bin Salman bin Abdulaziz, Crown Prince and Prime Minister, to ensure balance in Riyadh’s real estate sector – under which the Royal Commission for Riyadh City (RCRC) has been entrusted to provide citizens with between 10,000 and 40,000 planned and developed residential plots annually for the next five years at prices capped at SAR 1,500 per square meter – the RCRC today, Thursday, September 11, launched the Real Estate Balance Platform (Tawazoun). The platform is dedicated to receiving applications from citizens for the purchase of planned and developed residential land plots in Riyadh. Applications may be submitted via the official platform, tawazoun.rcrc.gov.sa, and will be accepted until the end of Thursday, October 23, 2025.
RCRC explained that only married citizens or those aged over 25, are eligible to apply through the Real Estate Balance Platform (Tawazoun), provided they have no previous real estate ownership and must have maintained residency in Riyadh city for a minimum of three years. Applicants will be subject to additional conditions, primarily a prohibition on selling, mortgaging, or otherwise disposing of the land for a period of ten years, except where mortgaging is necessary to finance its construction. Additionally, if the land is not developed within this period, it will be recovered, and the original purchase price will be reimbursed to the applicant.
RCRC emphasized that the timing of application submission does not influence eligibility priority, and that registration on the platform does not guarantee automatic approval. It also clarified that the Real Estate Balance Platform (Tawazoun), accessible at tawazoun.rcrc.gov.sa, is the sole official digital channel for submitting applications, and no external parties or intermediaries are authorized to act on its behalf. All updates and information regarding the platform will be communicated exclusively through RCRC’s official channels.
