Urban Improvement Project for the Qasr Al-Hukm District and Surrounding Areas

Recognizing the strategic importance of Central Riyadh as the vibrant heart of the capital, the Royal Commission for Riyadh City (RCRC) has prioritized the Qasr Al-Hukm district as the city’s historic administrative, cultural, and commercial center. In this context, RCRC has launched a comprehensive urban improvement project aimed at enhancing the district’s urban environment, upgrading its infrastructure and mobility networks, and preserving its unique heritage identity.

To ensure the successful implementation of this transformation in such a strategic area, the project followed a phased implementation strategy. The work carefully planned to allow existing commercial activities to continue uninterrupted, minimizing disruption to shops and markets during construction. At the same time, infrastructure networks have been upgraded to support the new urban vision.

Vision and Objectives

The project aims to bring about a transformative change in the urban landscape of Central Riyadh through the following:

Redesigning building facades and addressing visual inconsistencies by adopting the Salmani Architecture and incorporating elements of contemporary Najdi architectural style.

Developing spacious, well-designed public spaces and plazas that enhance quality of life. The project also seeks to provide a safe and enjoyable pedestrian experience, restoring the district’s historic role as a community destination and a hub for family activities, in alignment with the goals of Saudi Vision 2030.

Enhancing visual connections between key landmarks – including the Imam Turki bin Abdullah Grand Mosque, Qasr Al-Hukm, and the surrounding plazas – to transform the area from a pass-through corridor into a cohesive destination for shopping and leisure.

Scope of Work

The project comprises a comprehensive set of urban interventions across the following areas:

Enhancing the spaces surrounding the Imam Turki bin Abdullah Grand Mosque and Qasr Al-Hukm in a manner that respects the site’s historical significance and reinforces its urban character.

2.

Improving the urban environment between the Emirate Building and Al-Taameer Center, while creating a unified architectural character for the surrounding facades.

3.
Road Networks and Access Points Road Networks and Access Points

Upgrading Imam Turki bin Abdullah Road, including the northern lane facing Al-Muaiqiliyah Center, and reorganizing entry points from surrounding streets to ensure smoother traffic flow and easier access from King Fahd Road.
